Pastor Cecil Hawkins, Sr. is the founding Pastor of Old & New Testament Bible Church (Dallas, TX), where he served as senior pastor for 33 years. After retiring as the senior pastor, he then became Pastor Emeritus of Anointed Fellowship Bible Church from 2006-2018, and currently serves at Bibleway Bible Church.

Pastor Hawkins has served at SBIC from 2007 – Present, in the role of adjunct professor, and currently teaches The Pentateuch and Major Prophets. 

Skilled in the areas of church leadership; spiritual growth and developing an effective prayer life, Pastor Hawkins, in his spare time, enjoys traveling as a guest speaker.

In December of 2014, a Scholarship Fund to assist needy students was created at SBI, for the purpose of helping those with unforeseen financial difficulties to remain in school.  This scholarship is known today, as the Cecil Hawkins Scholarship Fund.

Cecil and his wife Carol have been married for 52 years. They have 4 children, 8 grandchildren and 11 great grandchildren.
